  • Huff & Huff, Inc. (H&H) specializes in the environmental components of state and local roads Phase 1 transportation projects and is pre-qualified by IDOT in the area of Environmental Impact Statements (EIS).. All aspects of environmental evaluations have been completed by H&H for Categorical Exclusions, Environmental Class of Action Determinations (ECAD), Environmental Assessments (EA), and components of Environmental Impact Statements (EIS) associated with transportation projects. H&H staff are pre-qualified at the EIS level in ecology, water quality, air quality, noise, and community impacts analysis in Illinois and Indiana.. H&H also evaluates special waste, historical impacts (Section 106), and public lands (Section 4(f)).

    H&H has been the statewide noise consultant for IDOT and has prepared noise impact assessments for proposed roadway improvements, such as the Hillside Strangler, Interstate Route 290, and Interstate Route 80/94. H&H uses the Traffic Noise Model (TNM) noise analysis and MOBILE 6.0 and CALQH3C for air quality assessments. These studies have been completed for add lanes projects in the six-county Chicago metropolitan area as well as Kendall and DeKalb Counties. Separate technical memoranda have described modeling results and have been included with environmental documentation. Also, H&H has evaluated innovative noise abatement measures in the metropolitan Chicago area where residences were in close proximity to highways. H&H has completed noise and vibration analyses for projects involving the Federal Transit Authority (FTA) model related to rail mass transit projects. This includes assessments for three EAs conducted to expand three separate commuter rail lines in the Chicago area.


    H&H personnel perform tree surveys, tree inventories and prepare tree preservation plans. H&H has performed tree surveys in conjunction with Phase I highway projects. Inventories and preservation plans are valuable tools for municipal forestry programs and large-scale development projects.

    Public lands, such as forest preserves, park districts, and nature preserves, are included in Section 4(f) evaluations. Coordination with these entities has been completed for projects associated with roadway improvements, such as Illinois Route 47, US Route 6, and Renwick Road.

    H&H is the wetland/natural resource consultant for Metra commuter rail. H&H has assessed natural resource issues (wetlands, threatened and endangered (T&E) species, vegetation, and natural areas) for projects including five bridge crossings of the Fox River (EIS), extension of 30 miles of three commuter rail lines in the Chicago area (North-Central line, Southwest Service, and Union Pacific Westline), extensions of Interstate Route 355 South and Interstate Route 355 north into Lake County, and improvements to Interstate Route 80/94 between Interstate Route 294 and the Indiana state line. These projects included assessment of impacts, coordination with resource agencies, and preparation of EIS or EA documentation. Special issues included salt spray impacts, groundwater impacts to fens, prairies, unique regional important forest resources, and storm water impacts.

    H&H has assessed water quality impacts associated with roadway construction and operations including FHWA storm water pollutant loading models for predicting changes in receiving streams. In addition, H&H has assessed the feasibility of alternative technologies, such as wetlands and other BMPs, for pollutant reduction. H&H has designed bioswale concepts, infiltration, and other methods to reduce minimize storm water impacts. Storm water assessments have been completed for discharges to Lake Michigan, Des Plaines River, Fox River, Thorn Creek, Black Partridge, and other watersheds in Lake County, Will County, and Cook County.

    H&H also provides environmental studies for improvements to the Illinois State Toll Highway Authority system. Projects include proposed improvements to I-294, related to IDOT improvements on I80/94, I-88, and I-90.
