Background
Ms. Huff has been President of Huff & Huff for 29 years and has directed technical projects throughout that time period.  Prior to forming Huff & Huff, Ms. Huff was an independent consultant for three years.  Her environmental experience extends over 35 years and covers many aspects of environmental analysis (industrial waste, remediation, risk assessment, and water quality).

Project Management and Report Preparation
Ms. Huff has managed transportation-related projects and is prequalified as an EIS (Environmental Impact Study) Environmental lead for H&H in Illinois and Indiana.  This includes responsibility for overseeing specific technical reports relating to wetlands, noise, water quality, and natural resources issues as well as preparing inputs to the DEIS/FEIS documents.  Ms. Huff has been the project manager for the Statewide Noise Contract (2003-2004) with IDOT as well as ongoing projects.  She has also prepared environmental inputs to ECAD and EA documents as well as technical memoranda.  Ms. Huff was the Huff & Huff lead for the water quality, biological resources, wetlands, and special waste including the Water Quality Technical Memoranda (2005 to 2008).  Ms. Huff also directed the water quality, wetland, special waste portions of the Prairie Parkway FEIS and 4(f) elements of the Red Gate Road Bridge project in St. Charles. Ms. Huff has managed Tollway projects including preparation of the EED for Interstate 88 improvements near the Fox River.  She also provided QA of technical documents of the EED I-294 for I-88 from I-290 to IL Rte 83.  Ms Huff assessed in preparation of bioswale design WQ issues for I-294.  Specific examples of Ms. Huff's work include the following:

Public Involvement Process
The environmental documents prepared are typically part of the NEPA process.  Ms. Huff has completed specific training offered by IDOT and the National Highway Institute to be current in effective methods of public coordination.  Ms. Huff participated in the public hearings (open meeting format) for FAP 340, Prairie Parkway,  IL Rte 47, East Side Highway  (CSS project), and Red Gate Road. Ms. Huff has been involved with CSS training development as part of the ACEC-IDOT committee and completed the Facilitator Training course in 2007 that is being utilized in CSS projects.  Ms. Huff is currently involved with the US 51 CSS project in District 7. In addition, Ms. Huff was a member of the Technical Advisory Committee for the Fox River Bridges-Stearns Road project from 1999 to 2001.  Ms. Huff also presented a water quality analysis to the Lake Michigan Federation and South Lake Shore Drive Advisory Group for South Lake Shore Drive (2001).  She has also participated in public meetings for Harrison Avenue in Rockford and Illinois Route 47 (2004).

Water Quality Experience
Ms. Huff managed projects associated with all aspects of water quality in the last 35 years, including work on wetlands.  On FAP Route 340 (I-355 South), Ms. Huff provided technical analysis for natural resources regarding water quality and wetlands.  Highway runoff impacts on streams and wetlands were specifically investigated for the DEIS and FEIS.  These analyses focused on salt spray and salt runoff impacts of water quality and pollutant loadings.

Ms. Huff also prepared input for the Water Quality Technical Report for the Fox River Bridge Crossing (1997 to 1998). Review and comment of the technical report contents was also provided.  Ms. Huff prepared the water quality and salt spray analysis for the Stearns Road Corridor of the EIS (2000 to 2001).  Also, Ms. Huff prepared a technical memorandum regarding water quality for the LCTIP (I-355 N) DEIS.  This included pollutant impacts upon streams. Ms. Huff also directed a water quality impact analysis for the EA of Interstate 80/94.  She prepared the water resource sections of the EIS for Fox River Bridges, LCTIP, and I-355 south, as well as the water resources section of the EA for Interstate 80/94.

In addition, in 2007 storm water impacts associated with bioswales on I-294 were evaluated along with coordination with CCFPD.  Water quality analysis for Prairie Parkway (EIS 2007), Red Gate Road (EA, 2007), and I-88 at the Fox River (EED, 2006-2006), are recent studies. These studies included storm water management concepts to reduce pollutants.

Socio-economics
Ms. Huff has prepared numerous technical reports addressing economic impacts of environmental regulations in Illinois.  Sixteen reports were prepared addressing cost/benefit analysis as well as local and regional impacts of pollution control expenditures, industrial losses, and indirect economic impacts.  All of these studies were presented to the Illinois Pollution Control Board for hearing and rule making.  Other economic analyses pertained to socio-economic issues raised during the simple EA analysis of the Lake Shore Drive Relocation (1994).  Project work included analysis of socio-economic impacts associated with improvements to U.S. Route 34 between Gulfport Road and Monmouth Road for the EIS, 2000 and revised in 2001.  This includes agricultural impacts for U.S. Rte 34 (2001) and the Prairie Parkway (2007). Ms. Huff has completed the “Community Impacts” course to provide additional experience in socio-economic analysis.
