Huff & Huff, Inc. (H&H) has
assisted industrial plants in complying with various phases of the
hazardous waste regulations. Assistance has ranged from reviewing
programs prepared by plant personnel to assuming complete
responsibility for complying with the RCRA regulations. H&H
has prepared Part B Applications, closure plans, closure cost
estimates, closure reports, waste minimization plans, hazardous materials security plans, waste
analysis plans, emergency response plans, training plans, and
inspection plans. H&H has supervised closure of hazardous
waste storage facilities, such as drum storage pads and
underground tanks, including waste and soil sampling, remediation,
and certification.
Training programs are routinely provided for
clients ranging from training the operators on RCRA and DOT
requirements to presenting management with a one-day overview of
RCRA and compliance strategies. H&H maintains its own Power Point
presentation on RCRA and DOT regulations, which is tailored
for each client, and has a library of VHS tapes used in the
training. The firm developed a computerized RCRA training module for a petroleum refinery.
Spill plans have been modified to incorporate the
hazardous substances reporting requirements, the requirements
under SARA's Community Right-To-Know, and computer modeling for
tracking air-borne plumes from releases, and local sanitary
district requirements.
Evaluation of waste management
alternatives is an area of extreme importance today, from finding
acceptable disposal alternatives to process modifications
resulting in waste minimization. Many of our clients have reduced
their waste generation to the point that they are now Small
Quantity Generators, with the assistance of our firm. The firm has
assisted clients in evaluating process substitutions, especially
where chlorinated solvents were being utilized, and preparation of
formal waste minimization plans. Preparation of
Waste Minimization Plans are a required element today of all
generator programs. H&H has assisted plants in locating
acceptable disposal and treatment sites for hazardous and
industrial wastes, as well as conducting audits of reclaiming and
disposal facilities for clients using these sites. Treatability
studies have been conducted to declassify waste streams from being
hazardous waste. Secondary containment facilities, from drum
storage pads to tanks with full secondary containment, have been
designed.
Illinois Public Act 82-682 assigns to local governments the responsibility of approving the location of all new hazardous waste facilities. H&H has been retained by cities, counties, a firm that has developed an alternative technology to incineration and landfilling of garbage, a private composting operator, and a waste transfer station to assist in the review process and to design containment facilities.
