toward the needs of the industrial client. Air quality management,
by definition, involves the production process. Accordingly,
H&H recognizes that it is not enough to just provide high
quality engineering and regulatory compliance services; the
production and business interests of the client must be protected
at the same time.
The firm’s engineers and
scientists have a wide range of experience with a variety of
industries and the sector-specific programs and regulations
affecting each. Our staff has worked on numerous air emission reports and permitting applications, under the senior staff direction. A few of the industries H&H's air quality staff have provided service to are as follows: independent power production, electric utility, natural gas utility, petrochemical, steel, food processing, graphic arts, metal finishing, consumer products, non-ferrous metal, pharmaceutical, machining, and automobile and truck production.
Increased regulatory attention to
“continuous compliance” has forced industry to pay more
attention to permit design and the record keeping and monitoring
provision contained in each permit. H&H assists its clients in
negotiating air quality permits with the least obtrusive (easiest
to comply with) conditions possible. The firm also assists its
clients in designing programs to meet all continuing compliance
requirements, either by training clients to meet their own
monitoring, record keeping and reporting obligations, or by
providing clients any of these services on a contract basis.
The complexity and overlapping
nature of air quality programs are often confusing, especially
where new projects or plant expansions are concerned. Federal
programs like NSPS, PSD, NESHAP and New Source Review may overlay
state programs with similar requirements. Evaluating the full
regulatory effect of a project (whether that project is
contemplated in the future or considered retrospectively) is a
service H&H is uniquely qualified to provide. In addition to
the myriad potential air quality implications, the firm’s
multimedia capabilities also mean that the project’s
implications in the hazardous waste, waste water and solid waste
sectors can also be evaluated during the peer review process.
H&H staff also has the experience and training to design and manage
emission test programs, perform environmental audits and to perform air pollution dispersion modeling using a wide variety of tools,
including: ISC, AERMOD, RPM, SCREEN, CALQHC, and OBODM.
Finally, H&H's staff is continuously involved in the regulatory development process, including new trading program development, the development of new
MACTs and the continuing design of PM2.5 and regional
haze regulations.
